Chief Financial Officer

Purpose of Job
The Chief Financial Officer (CFO) is responsible for all financial matters concerning Reading Is Fundamental (RIF). The CFO will report to and work closely with the CEO/President. In addition, the incumbent will work collaboratively with the other members of the Senior Management Team and will have significant interaction with the Board of Directors. The CFO will oversee all fiscal compliance related to RIF's federal contract and private grants and will assist in the development and implementation of the organization's strategic plan. The individual must be able to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while managing the finance department.
Scope
The CFO will be a seasoned and mature leader with at least 10-15 years of broad finance and accounting experience. The incumbent will have significant experience with Generally Accepted Accounting Principles (GAAP), financial statement and managerial reporting, automated financial and accounting reporting systems, strategic planning and execution, government contracting and compliance, creation of financial projections and budgeting. The CFO will also have the ability to critically and creatively analyze financial data and will ideally have experience managing the finance function for a nonprofit with both federal government contract and private funding sources.
Duties and Responsibilities
- Directs the overall accounting, tax, and financial strategy for RIF.
- Oversees the regularly scheduled external audits performed by an outside independent auditor.
- Manages the overall tax reporting process to ensure accurate and timely filings and reporting.
- Develops, implements, maintains, and presents a monthly and annual financial reporting package and ad-hoc reports to members of the Board of Directors, or the entire Board, including operational highlights to enable timely and accurate strategic and tactical decision making.
- Actively participates in regularly scheduled Finance and Audit Committee, Investment Committee and Board of Director Meetings.
- Actively manages and implements the investment portfolio of the organization within the guidelines of the investment strategy and policy as set by the Investment Committee of the Board of Directors. Cooperatively interacts and coordinates with members of the Investment Committee, the investment portfolio manager and any investment consultants.
- Participates on the Senior Management Team and develops positive working relationships with the other members of the Team.
- Oversees cash flow planning and ensures availability of funds as needed.
- Oversees cash, investment, and asset management.
- Oversees the preparation and timely submission of the monthly bill to the Department of Education and ensures the accurate and timely receipt of the proper amounts from the Department.
- Oversees banking relationships.
- Coordinates the development and ongoing assessment of business plans, budgets and forecasts. Develops predictive models and financial analyses to provide insight into the organization's operations and to optimize its business plans and results.
- Participates in corporate policy development as a member of the senior management team.
- Represents the company to financial partners, including financial institutions, auditors, public officials, contributors and consultants.
- Remains up to date on accounting, tax, government contracting and other relevant legal and regulatory pronouncements and proposals.
- Oversees the accounting department to ensure proper establishment, documentation and maintenance of all accounting records, systems, procedures, controls and functions.
- Oversees or is directly responsible for the hiring, training, supervision, evaluation and development of the finance department staff.
- Ensures timeliness, accuracy, and usefulness of financial and management reporting for RIF's Board of Directors, CEO, senior management team, external auditors, the Department of Education, the Internal Revenue Service, and corporate, foundation and individual funders.
- Coordinates audits and proper filing of tax returns.
- Ensures legal and regulatory compliance regarding all financial functions.
- Coordinates the annual review, documentation and operational implementation of the document retention policy.
- Coordinates the development, documentation, operational implementation, periodic review and testing of the disaster recovery plan.
- Analyzes and makes recommendations to the CEO and the Board of Directors for the prudent mitigation of organizational risk, including the preparation of the annual insurance review for the Finance and Audit Committee of the Board of Directors.
Knowledge, Skills and Abilities
- A minimum of a BS; a CPA and/or MBA would be a plus.
- At least seven years experience as CFO or equivalent, preferably in a nonprofit organization with a budget of at least $25 million.
- Experience in a senior financial-management role, partnering with executive staff, resulting in the development and implementation of creative financial management strategies.
- Significant experience in or knowledge of nonprofit accounting, including sophisticated fund and grant accounting, compliance, and reporting.
- Deep knowledge and understanding of the Office of Management and Budget Circular A133 audit and A122 cost reimbursement regulations.
- Experience working with information technology staff to manage finance and accounting software packages.
- Excellent written and oral communication skills.
- Demonstrated leadership ability, team management, and interpersonal skills.
- Excellent analytical and abstract reasoning skills, plus excellent organization skills.
