Glossary of RIF Terms

New terms are highlighted with an asterisk (*).

*Account:The formal framework established for RIF Programs to provide RIF services and to maintain records. Programs may manage multiple services under a single account.

*Account NumberThe RIF number that identifies the account. The account number includes state abbreviation and a four digit number. Account number remains constant throughout the life of the RIF program. All of a RIF program’s services are identified with the same single account number. * Available For Books For Ownership only during initial version of RAMS.

*Account Support Representative (ASR)(new): RIF staff person responsible for the administration of the services. The ASR provides technical assistance and performs the first stage of the proposal review process. Throughout the year, the ASR also visits RIF programs and provides answers to questions.

Average book cost (ABC): The service budget divided by the number of books that you need to serve your children, including a book cushion.  RIF uses this number to determine if your program is over or under funded.

Authorizing Official: The person at your organization with the authority to sign contracts and approve expenditures.  The authorizing official is often a superintendent, principal, or organization president.  This person needs to sign the Subcontract Agreement and Guidelines Checklist annually.

*End Date: The last day a RIF service is eligible to operate.  An e-mail will be sent notifying the service coordinator about the proposal renewal process.

Exception: A program that did not meet RIF guidelines during the past program year must receive an exception before it can be renewed.  Programs that repeatedly do not to meet the guidelines will be terminated.

Federally Funded Services: RIF Services that receive up to 75% of their book budget from RIF federal funds.  

Guidelines: A list of requirements for operating a RIF service.  It is signed annually by the coordinator and the authorizing official.

Hold: Proposal has been received but is temporarily not moving through the review process.  A proposal can be on hold for a variety of reasons, including missing documents or invoice problems. 

Locally Funded Services: RIF Services operating solely with funds raised locally.  Book discounts and other support from national RIF are the same as for federally funded services. 

*Performance Report (includes distribution reports)(new): Summary of service activities. Updates are submitted on a regular basis after each book distribution.

*Proposal: An online package of forms generated by RIF after approval of a service request that has been completed and verified by the applying organization. The proposal contains guidelines and a service overview, as well as. information on books, motivational activities, budget, volunteer, and sites.

RIF Grant: Grants allocated to RIF programs from private corporations and foundations through National RIF.  These grants are not the same as federal funds as they are not guaranteed from year to year.

*RIF Program: An individual or organization responsible for running RIF in communities across the country. (eg. RIF of Chicago, RIF of Boston)

*Service:Projects and resources intended to achieve RIF’s mission. (eg. Books for Ownership, Family of Readers, Shared Beginnings)

*Service Agreement(new): A contract with RIF signed by the program coordinator and authorizing official. The service agreement has a specified service period. At the end of the service period, the organization is required to sign another service agreement to continue providing the RIF service.

*Service Number(new): A RIF number that identifies each service within a RIF account. The service number includes one letter and three numbers. *For all services other than books for ownership during initial version of RIF's new account management system.

*Start Date(new): The date upon which a proposal is fully approved by RIF and  a service agreement has been signed by a service coordinator and AO. Programs cannot hold distributions or order books before this date.

*Termination: A terminated program is no longer permitted to run RIF.  Repeated violations of the guidelines or failure to submit renewal paperwork can lead to termination. A coordinator may also request, in writing, for a program to be terminated if RIF is no longer a good match for their local circumstances.

Waitlist: Service Requests that have been submitted and determined to be appropriate for the applying organization, but have not started due to funding.
